RICHLAND COUNTY, S.C. — The Richland County Sheriff’s Department on Tuesday announced the arrest of 31-year-old Maxie Outen following a traffic stop that was featured on the television program On Patrol: Live.
According to the sheriff’s department, a deputy conducted a traffic stop around 7:45 p.m. on December 6, 2025, on Hardscrabble Road near Magnolia Hall Road for a vehicle failing to maintain its lane. Once the vehicle pulled over, the sheriff’s department says the deputy observed a plastic bag containing a white substance that Outen identified as a narcotic.
Outen was instructed to step out of the vehicle, but deputies said he refused and attempted to shut the door to prevent them from removing him. Deputies attempted to remove Outen from the vehicle, and the sheriff’s department says he resisted. During the incident, deputies delivered strikes and deployed a taser while deputies say Outen continually resisted and kicked deputies. Officials said it took several minutes to detain him.
After Outen was detained, deputies said they searched the vehicle and found an open bottle of liquor, narcotics, and a firearm with a corresponding box of ammunition. Deputies said Outen is a convicted felon and is prohibited from possessing a firearm or ammunition.
Outen was charged with possession of a Schedule I narcotic, felon in possession of a firearm, transport liquor by vehicle with seal broken, assault and battery 3rd degree, and resisting arrest.
Deputies say Outen was transported to the Alvin S. Glenn Detention Center, where he received a $15,000 surety bond for felon in possession of a firearm, a $2,125 surety bond for assault and battery 3rd degree, and a $257.50 surety bond for transport liquor by vehicle with seal broken. Officials said he has since been released on bond.
The sheriff’s department said its Professional Standards Division and Training Division will review the use of force, as is done in all incidents involving force. The department’s Citizen’s Advisory Council will also review all evidence during its January meeting.
